POLAND, October 24, 2002 -- Polish strawberry production declined 33 percent in 2002 due to lower area and unfavorable weather. Frozen strawberry exports declined 28 percent to 90,000 MT in 2002 while fresh 2002 exports are estimated at 15,300 MT compared to 20,000 MT in 2001. Since new plantings are not expected to result in commercial production for 2-3 years, production in 2003 is projected to remain at roughly the same level as in 2002. Council on Rice Trade Cooperation (CRTC)

THAILAND, October 24, 2002 -- The leading Asian rice exporting nations came together in Bangkok, Thailand last week, at the invitation of the Thai Prime Minister, to initiate cooperation among themselves to stabilize world rice export prices. Thailand, India, Vietnam, China, and Pakistan together have formed the Council on Rice Trade Cooperation for the goal of stabilizing world rice prices. Thailand's P.M. earlier said that the group would seek to get prices back to 1997 levels, some 30 percent higher than current prices. Rice exports from these five countries account for about 71 percent of the 24.5 MMT world market in CY 2001.

INDONESIA, October 24, 2002 -- In CY02, the demand for dairy products in Indonesia have grown by 10 percent to 195,000 mt, compared to 178,000 mt in CY01. Domestic production covers only 30 percent of Indonesia's total dairy consumption requirements opening a market opportunity for imports of NFDM and FFDM. In CY03, Indonesia is expected to import 125,000 mt of NFDM and 40,000 mt of FFDM to meet consumption needs. To take advantage of this growth in import demand, U.S. suppliers will have to compete with traditional suppliers like New Zealand and Australia.

Dairy Farmers Propose Fluid Milk Price Increase

CANADA, October 25, 2002 -- The Canadian dairy industry is developing a philosophy of pricing milk off the retail value rather than just cost of production. Dairy farmers could get nearly a five percent raise on their fluid milk price under a proposal now being discussed by Eastern Canada's dairy pool. While the new pooling proposal is still being negotiated by the P6 pool members (Manitoba, Ontario, Quebec, P.E.I., New Brunswick and Nova Scotia), if approved as it currently stands, Ontario's dairy farmers could see an increase of C$2.75 per hectoliter on fluid milk, effective February 1, 2003.

Grain and Feed Crop Update

UNITED KINGDOM, October 25, 2002 -- Provisional UK June census data and cereal production estimates have now been released by the UK Government, putting the 2002 UK wheat harvest at 15.8 MMT and that for barley at 6 MMT, both below previous trade estimates. Autumn sowings for the 2003 harvest indicate a little changed wheat area and a decline in the barley area. That said, there is still scope for spring plantings to change the trends.

CANADA, October 25, 2002 -- Total fluid milk production for calendar year is expected to be about 8.13 million metric tonnes (MMT), up slightly from calendar year 2001 production of 8.10 MMT. For 2003, post forecasts that fluid milk production will increase slightly over 2002 levels. Total cheese production for 2002 decreased by about two percent to 315,000 metric tonnes (MT). Total cheese production for 2003 is forecast to drop to 310,000 MT. Butter production for 2002 is expected to reach 90,000 MT. For 2003, butter production is forecast to decrease. Nonfat dry milk production for 2002 is expected to 100,000 MT.

New Rule to Control Aflatoxins in Cereals (NOM-188--SSA1-2002)

MEXICO, October 25, 2002 -- In October 15, 2000, Mexico's Secretariat of Health published a new official rule to control aflatoxins in cereals for human and animal consumption. AUSTRALIA, October 28, 2002 -- The majority of Australia's commercial lumber production is derived from forest plantations. Softwoods, mostly Pinus radiata, constitute about two-thirds of all plantations; although most new plantings are to hardwoods, primarily Eucalyptus globulus. Mexico Announces an Increase to the TRQ for Milk Powder for 2002

MEXICO, October 28, 2002 -- On October 8, 2002, Mexico's Secretariat of Economy (SE) announced it will allow an additional 42,571 metric tons of Milk Powder to be imported from Most Favored Nations (MFN), under the increased Tariff Rate Quota (TRQ) due to strong domestic demand from processors. This quantity is in addition to Mexico's current TRQ of 80,000 MT for milk powder under the World Trade Organization (WTO) commitment for 2002.

GM Crop Find Update

NEW ZEALAND, October 29, 2002 -- The New Zealand seed company Pacific Seeds reported to the Government in August that laboratory tests found genetically modified (GM) maize seeds in samples from two crops grown in New Zealand. Subsequent test results confirmed that the origin of the GM content in the maize was linked to the original parent seed lines imported from the United States. All GM material has been destroyed.

RUSSIAN FEDERATION, October 30, 2002 -- Russian production of fluid milk is forecast to remain stable in 2003, at 33.2 million metric tons (MMT), after a one percent increase in 2002. Though the number of dairy cows will continue to decrease, productivity gains will offset this trend. Productivity gains are the result of better feed rations, facility management, and technology. Russian production of butter will decline by four percent in 2003, after a two percent increase in 2002. FRANCE, October 30, 2002 -- As a major exporter and consumer of canned sweet corn, France is both a competitor and a market for U.S. sweet corn. In MY 2001/02, the strong dollar hurt sales in France. The market share for U.S. product declined to 14 percent, while the market shares of Hungary and Thailand rose to 32 percent and 28 percent, respectively. In 2001, the French market for canned sweet corn stabilized, after several years of decline due in part to concerns over biotech product. In MY 2001/02, French exports of canned sweet corn declined, with Hungary taking market share from France in Germany and Russia.

SOUTH AFRICA, REPUBLIC OF, October 30, 2002 -- CY 2002 raisin production reached about 40,000 MT, a 21% increase from a year earlier because of exceptionally good weather with relatively dry conditions in dried-fruit producing areas. Of the total, 32,029 MT were Thompson seedless, a variety that increased over 90% from last year as a result of improved weather conditions.

Taiwan Permits PRC Corn Imports

TAIWAN, October 31, 2002 -- On October 25, Taiwan's Board of Foreign Trade temporarily ended the ban on PRC corn imports, effective immediately through December 31, 2002. Since Taiwan is both a quality and price market, the reliable delivery of good quality, subsidized PRC corn will cause grave damage to U.S. market share. Indonesia: An Additional War-Risk Zone

INDONESIA, October 28, 2002 -- The London-based Joint Hull Committee, has included Indonesia in its Current Exclusion Countries list of War-Risk Zones, following the October 12 bomb blast in Bali. The announcement is effective October 17, 2002 and applies to all Indonesian ports. This announcement will increase insurance premiums by approximately 5 percent to 10 percent and expected to increase the price of imported goods.

ROMANIA, October 31, 2002 -- The Romanian milk and dairy products market is changing as new investors (both domestic and foreign) have begun operations. For 2003, AgBucharest estimates that milk production will increase by 3 percent, due to good prices for animal feed and government subsidies for fluid milk. Albeit low, consumption is expected to grow in tandem with consumers disposable incomes. Recently Romania and the US concluded negotiations on a new health certificate for dairy products to be exported to Romania.

Results of 3rd Ordinary Minimum Access Rice Tender

JAPAN, October 29, 2002 -- On October 25, the Food Agency (FA) of the Ministry of Agriculture, Forestry and Fisheries (MAFF) conducted its third Ordinary Minimum Access (OMA) rice tender for the Japanese Fiscal Year 2002 (April 2002 - March 2003). Of the total 101,000 metric tons (MT) of contracted foreign rice, U.S. rice accounted for 46,000 MT (45.5 percent).

CANADA, November 1, 2002 -- Driven by export sales, Canadian production of frozen french fries is forecast to continue expansion through MY2002/04. Reliance by Canadian potato processors on the U.S. market deepened during MY2001/02 as exports of frozen french fries soared by 16% over the year earlier level to 653,438 metric tons worth $413 million.
