Recommendations of national poultry congress 2004
Recommendations through the forum of this prestigious congress
for the relief and assistance of Poultry industry at this
critical juncture.
In the previous months, Bird Flu has ravaged Poultry Industry
of far Eastern countries. The scare of this Bird Flu, like a
monster,devastated the poultry setup of Pakistan. Even though
the lethal virus H5N1 did not exist at all in Pakistan, our
commercial farmers suffered heavy losses resulting into deep
recession. According to
Pakistan Poultry Association, an investment of over 30
billions rupees has been drained in this media conviction.
This sector is thus beset with numerous problems that urgently
need to be addressed and resolved
In this scenario, the poultry sector is in dire straits and
immediately needs all possible help, relief and assistance
from the government. In order to resuscitate and revive this
industry, I emphatically stress the government must provide
immediate relief to this sector and the following incentives
are strongly recommended to be immediately extended.
1. Ten years income tax exemption to all poultry setup be
provided, by waiving the condition of formation of limited
companies and regardless of the location of poultry
enterprises.
2. Electricity tariff for the poultry farms/ hatcheries be the
same as is applicable to other industrial units. I may mention
here that poultry farms units are subjected to 10% commercial
tariff on their total consumption whereas other industrial
units are charged 1% and 3% of their total consumption as
commercial tariff. Specially small farmers be charged
electricity Tariff similar to tube wells as in agriculture
sector.
3. Special grants and interest free loans to be given to small
commercial poultry farmers whose establishments have been
destroyed.
4. Local governments be directed not to impose any kind of
taxes such as license fee, plan approval fees, development
surcharges and fee for issuance of NOC on all poultry
establishments, e.g., farms, hatcheries and feed mills.
5. The Local Government have evolved a new formula by virtue
of which the poultry establishments / units are being
subjected to huge amounts as property tax. Considering the
plight of the poultry farmers, it is imperative that relief
against the levy of property tax upon poultry establishment
should be granted.
6. Incentives in the form of allotment of state land and
interest free loans should be given to qualified veterinarians
for establishment of disease diagnostic laboratories.
7. Direction be issued that Chicken be compulsorily served in
all Government, semi government Functions. 8. Instead of two,
be three meatless days declared effective in a week.
9. Import duties upon the import of feed additive,
pharmaceutical products and equipments be withdrawn.
10. Twenty percent rebate be offered upon the export of day
old chicks, eggs and chicken meat. 11. Poultry industry
presently be declared a calamity hit industry.
12. Simplification of veterinary drug registration procedure.
13. Spurious drugs/ vaccine be banned.
