PCGA Threatens not Paying Amount to Farmers,
Banks
MULTAN, April 19:
Pakistan Cotton Ginners Association has threatened
the government for not paying amount to
cottongrowers and banks if the government and her
institutions would not play their role in ending
cotton crises. The PCGA has announced that if
cotton purchase is not done on market prices, the
ginners would not purchase the early crop
production at any level. The PCGA has asked the
government to direct the Trading Corporation of
Pakistan (TCP) to procure the stock of 10,79,162
cotton bales lying in cotton ginning factories to
create a competition among the buyers, said Seth
Jethanand Kohistani, chairman of Pakistan Cotton
Ginners Association (PCGA) while addressing the
General body meeting of PCGA here.
The
PCGA general body also decided that ginning
factories in Sindh from September 01 and in Punjab
from 01 October would be run on the directions of
PCGA implementation committees. The general body
declared the sector has been facing third critical
crises in last six years and the government must
intervene in the present situation.
Speaking on the occasion PCGA chairman Seth
Jethanand Kohistani said that spinners and weavers
have stopped the purchase of cotton and they were
blackmailing the ginners taking advantage of huge
unsold stock and forcing them to sell their cotton
on throw-away rates and incurring huge financial
loss but government has tightened her lips on this
situation and it did not take any notice of this
arising situation. Seth Jethanand said that Now
Ginners are not in a position to repay the bank
loans and price of "Phutti" to the growers. This
situation might be harmful to country's economy.
He said that 75 percent industry has been upgraded
to international standards to meet the challenges
of WTO and remaining 25 percent would soon be
upgraded. He demanded for withdrawal of amendments
in cotton act 2002 which are tyrannical and
unilateral and fixed power charges for four months
be got from the ginners because six months charges
are unfair and Federal Minister for water and
power Aftab Ahmed Khan should fulfil his
commitment.
PCGA chairman further said that Cotton markets be
established in the zone to facilitate the cotton
growers and ginners. Seth Jethanand said that
APTMA has established its monopoly in cotton trade
while ginning industry turned into a packing
industry due to lack of an effective marketing
system.
He further said that Free trade does not mean
destruction of cotton growers and ginners. Taking
advantage of free trade facility APTMA has
imported 1.2 million bales from different
countries. He further said that there is no
department or agency, which could assess the
actual consumption of cotton.
PCGA vice chairman (Multan circle) Mian Abdul
Waheed Sijjad said textile millers have determined
to shock ginners who does not freeze growers’
payable amounts. He warned if the situation
continues that the ginners would not purchase
early crop. PCGA vice chairman (Bahawalpur circle)
Mian Mehmood Ahmed said ginners were facing crises
after two years due to lack of government steps.
He vowed the ginners would not purchase
contaminated “Phutti” and no compromise would be
done on standard of “Phutti”.
He also demanded establishment of State Bank
branch in Bahawalpur.PCGA ex-chairman Seikh Saeed
Ahmed said that strong lobby of textile mills
owners spread speculations and wrong statistics
about import to destabilize cotton market. The
textile mills owners stop purchase from ginners
who practice change the ginning factories into
warehouses. The PCGA general body members include
Khawaja Mehmoodur Rehman, Malik Talat Suhail,
Khawaja Azam, Khawaja Muhammad Illyas, Seikh
Farooq Ahmed, Masud Majid, Malik Iftikhar Ahmed,
Yasin Khokhar, Shahzad Ali Khan and Muhammad
Mehboob Allam also spoke on the occasion.
The PCGA central executive committee meeting would
be held on May 5 in Mirpur Khas to review future
strategy. The general body meeting also
constituted committees for dialogues with the
government, building committee for extension in
PCGA house in Multan, media committee and Rabita
committee. These committees would work under the
supervision of PCGA circles’ vice chairmen. The
general body meeting also constituted an eleven
members committee headed by Multan circle vice
chairman Mian Abdul Waheed to call meetings of
Sargodha, Sahiwal and Chechawatni circles to
rectify PCGA general body decisions.
