Bilour flays Punjab's decision on wheat
movement
PESHAWAR (April 22
2004): Senator Ilyas Ahmed Bilour, former
president of the Federation of Pakistan Chamber of
Commerce & Industry (FPCCI) and leader of the
Businessman Forum has vehemently opposed the
executive order of the Chief Minister Punjab
wherein the inter-district movement of wheat has
been banned.
In a press statement issued here on Wednesday, the
veteran industrialist and business leader has
expressed concern saying that such steps would do
nothing good except the promotion of provincial
disharmony among the federating units.
Terming the decision of the Chief Minister Punjab
as extra-constitutional saying that Article 151
(1) and (2) of the constitution allow freedom of
trade and commerce throughout the country.
Senator Bilour went on to add that according to
the constitutional provision, only parliament was
empowered to change or alter the constitutional
guarantee and a chief executive of the province
cannot do so through an executive order.
Former president of FPCCI said that the action
taken by the Chief Minister Punjab was also
against the policies of the previous government of
General Pervez Musharraf who had promised in his
first speech that provincial disharmony would be
removed.
He said that the previous government had allowed
open market trade of wheat to phase out the
subsidy.
Hailing the efforts of NWFP government, Senator
Bilour said that the provincial government is
honestly trying to revamp the flour industry of
the province.
He claimed that the Punjab wheat policy was
injurious for the local flour industry, which was
already passing through a critical stage of
survival.
He said that under the new instruction, the NWFP
would get only the wheat flour while no wheat will
be available for the local industry.
