A draft for contamination free
fibre in offing KARACHI, Aug 21 (APP) - A draft ordinance is
in the offing to ensure standardization of cotton and control
of contamination in the silver fibre to save textile industry
and national economy from huge losses.this draft ordinance of
Pakistan Cotton Standard Institute (PCSI) 2000 is being
reviewed these days at the Ministry of Food, Agriculture and
Livestock (MINFAL).
Chairman Trading Corporation of
Pakistan (TCP) Syed Masood Alam Rizvi said here Tuesday that
the Ministry had already sought TCP's view in this regard and
it has been submitted. He was of the view that without a legal
framework, the contamination issue cannot be dealt effectively
in cotton trade. He pointed out that Cotton Control Act 1966
provides authority to province to prevent mixing and
adulteration in cotton, but it does not deal effectively with
standardizationand contamination of cotton. Mr Rizvi said that
the draft ordinance will ensure standardization of cotton,
control contamination, have mechanism for dispute settlements,
etc. It may be noted that TCP has taken a lead in the efforts
to control cotton contamination and in this regard Corporation
has suggested all the provinces to effectively implement
Cotton Control Act to ensure contamination free production of
cotton. These efforts borne fruits when Chief Executive
Secretariat asked provinces for compliance in this regard. The
province of Punjab, by taking lead has amended the law and
prohibited the packing of cotton in jute bags and asked
growers to use only cotton bags
for transportation of cotton to ginning factories. The
provincial government also raised the amount of fine from Rs
500 to Rs 15,000 on the violation of new directive. Rizvi said
that entire credit goes to Commerce Minister Abdul Razzak
Dawood for pursuing growers and ginners to producing
contamination free cotton. Meanwhile, Rahim Yar Khan has been
declared as a model cotton growing district in the country
where contamination-free or low contamination cotton will be
produced. Commerce Minister will hold a meeting in Rahim Yar
Khan on August 27 to start this campaign.
Textile mills will pay a
premium of Rs 200 per maund on the purchase of zero
contamination cotton while low contamination cotton (with 0.1
gram to 2.5 gram per bale) will get a premium of Rs 75 per
maund. APTMA claims that Pakistan is losing $ 1.6 billion
annually due to contamination in cotton while officials are of
the view that contamination causes a loss of $ 350 million
annually to national economy.
